Chuck Holtman represents watershed districts, municipalities and other public and private clients in water and land use matters. He has guided clients through substantial rulemaking proceedings and provides general counsel to the Minnehaha Creek, Brown's Creek and Rice Creek watershed districts for the planning and administration of water resource management programs and capital projects.

Mr. Holtman practiced natural resource law for nine years in state and federal governments. From 1986 to 1992, he served as an assistant attorney general for the State of New Hampshire for administrative, civil and criminal environmental litigation. As lead counsel to state wetlands, water resource and groundwater protection agencies, Mr. Holtman advised executive branch officials on legal and policy matters including ownership and management of state waters, regulatory protection of waters and wetlands, water rights allocation, and contaminated site remediation under state and federal laws. From 1993 to 1995, Mr. Holtman was counsel to the assistant administrator for hazardous materials transportation at the U.S. Department of Transportation.
